Then can we get rid of the 1st 2 options?

No as some users do not want a user logon screen at all ie only manual login so the options have to exist.

The only one of those that is really necessary/useful anymore is the third one.  It covers both remote and local and makes no distinction - which is really the proper approach since we know local can be spoofed.

Did you really mean to post that and are changes coming for these options? I hope not.

This might be a longshot but I had an issue with one of my users before where no matter what it would transcode (no limits set anywhere).. the fix for that was in the actual app (not server), go to Settings/Playback.  My user had the Max Streaming Bitrate speed set to AUTO.. He set it manually to 1000mbit/s and the issue with transcoding went away.

Partially working. It mostly fixes the issue (if present) on mobile, but not working on external DSL.

My server has the 50 MBit upstream available, tested it with a speedtest via VPN. With the bitrate set to fixed, the streams can stutter, although having only 6 Mbps and 2+ 4 Mbps transcodes seem to work fine. I have the impression that Emby server sometimes has issues with single streams above 4 Mbps, keeping the speed or something *technobabble*.

If you connect to a VPN on your internal network Emby will (depending on if you changed any settings) see the device you are connecting with as an internal device and then use the internal connection rules and bitrate limits.

Emby server has a couple of ways to set bitrate limits and rules.
Per user.
Individual user.
Local network.
Remote network.

Most typical case use VPN makes you part of Embys Local network.

Connecting to a VPN server like fx. a Private Internet Service (PiA) on your phone and then to Emby will not make your device be part of Embys local network as your will instead be part of PiA's network.

TL:DR:
Connecting to your Emby server via VPN might be why you are seeing different bitrate limits.

Thank you, I know of these settings and it's set up accordingly.

By VPN I meant that I've connected via remote after the stutter and verified via remote speedtest the full upstream speed.
