XBox One: Files that can't be paused

Occasionally when playing files on the Xbox One app streamed from a PC server, I run into files where if paused, I can't either (a) resume or (b) even skip a chapter. At best, I have to play the file from the start, then continuously skip 30 seconds until I get to the point I was watching.

I've checked these files in media players on Windows like VLC Player and MPC-HC and there I can pause/skip/resume fine.

Does anyone know what (a) file characteristics or (b) Emby configuration settings might lead to this behaviour? How can I troubleshoot this?
