Remote connection and premium - clarification

Can someone please clarify if I'm reading the "Emby Premier Feature Matrix" correctly based on a remote connection

1. Browsing media, Library Organization, User managment, and just connecting via Emby Connect does not go against the device count (regardless of the app/device being used remotely) ?

2. The second from the last section "Roku, Apple TV, Smart TV (LG and Samsung)"  Full Playback (Free and Premier)   Live TV (Premier)

Is this saying that all Roku's (separate boxes or integrated into a TV), Apple TV,  and Emby for LG/Samsung doesn't go against the count if only playing a video file (does count if trying to watch Live TV) ?

1) correct

2} Live TV involves configuring a Tuner on the server meaning it required Premiere to be used no matter the client.
