Impossible to connect skill

Well just figured I'd give this part of the forum a little love as it's become a bit of a ghost town 

I've recently subscribed to premiere and I have everything setup right as far as I know based on the requirements to use the alexa skill.

 

For some reason I'm unable to link my server to alexa. I have no way to select my server from the drop-down box.

 

I've tried multiple times and I get nothing. 

Can anyone help me figure this one out please?  I've read all sorts of documentation in various places on the web about my problem but mostly everyone says they could connect and link their accounts but I cannot.
