low subtitle frame rates and out of sync when transcoding

Emby experiences low subtitle frame rates and desynchronization with the video when transcoding subtitles with special effects, while there is no such issue when transcoding regular subtitles.As shown in the image, the subtitles appear and disappear very slowly, lagging behind the current video frame.

Below are my ffmpeg logs.

The video transcodes correctly in both Jellyfin and Plex, so it shouldn't be a hardware or file issue.
