Issue with PGS subtitles on 720p transcoded video

Hello,

I've encoded a few series in 720p from my Bluray collection and am noticing an issue where embedded PGS subtitles are occasionally misaligned when hardware transcoded and played from the web app like in this screenshot:

Sometimes, playing around with the quality setting during playback will sort out the issue for the remaining time on the video, but it seems rather inconsistent.

Emby Theater direct play has the subtitles correctly centered as expected.

Attached is a 1 minute sample with the issue as well as the transcode and emby logs generated from a test with that file.

Server version is 4.8.8.0 on Debian.
