I need help with random freezing and skipping back after pause

This is happening on my Windows 11 test server for an example. Resuming the paused stream and then skipping ahead causes this issue. Sometimes it recovers, sometimes it just freezes and you have to stop and restart the stream. This is what’s happening on my Unraid server as well. I attribute this to the transcodes dropping and both the client and Emby server aren’t on the same page.
