Hardware transcoding has become unreliable

I do have Emby Premiere.

With no changes to my system, other than Emby Server updates, hardware trans-coding has begun failing. Sometimes it won't even use hardware trans-coding and will use attempt to use the CPU (or so it appears). On the client side it just sits and spins for long periods and then appears to start playing (no video but the rating appears on the screen) but then fails after a long period of nothing happening or it just sits in perpetuity. The attached logs show an attempt from Emby Theatre and from the browser. Sometimes Theatre seems to trigger the software transcoding and the browser seems to use always attempt the GPU. Theatre never errors out, just sits there. The browser attempt fails and says "No compatible streams are currently available. Please try again later or contact your system administrator for details." I can see with nvidia-smi when it is using the GPU, but the transcoding does not show up in the activity section of the Emby server dashboard.

There is no difference.  An android device has had the same issues as well. So, Firefox, Chrome, Emby Theater, and Emby for Android all have this issue. The server has had no hardware or software changes other than Emby updates between working completely fine and having this issue.
