Shuffle doesn't seem random (or something)

I have all ST:TNG episodes in Emby.  That is 7 seasons with 24 episodes each (or something close to that).

When I select "shuffle" Emby, seems to select an episode from like a small subset of episodes, like maybe 15-20 episodes.  It's not just from one season, and it's not based on watched/unwatched. I have searched for a pattern with no luck.  It just seems to be a flaw in the randomization or something.   

I cannot even think of how to capture meaningful logs about it or anything. (i suspect I cannot cause I doubt the code that picks a random episode logs)

Anyway just sharing.
