Where is Screen Grabber option?

Trying to figure out how to generate images for videos. I see in threads here references to "Screen Grabber" under the "Video Image Fetchers" section of my library, but the only one there is "Image Capture". Does it come from a plugin or something? I've been trying to figure out how to get it to show up without luck.

It was renamed from "Screen Grabber" to "Image Capture" a while ago.
