Server Will Not Install

Hello there. I am trying to install Emby server on a new Windows machine and it keeps failing. I have tried 5 times now with the regular server, Beta and portable versions and no joy. here is the error I am getting. Help please and thank you.

Little confused as portable version will not use online installer (MediaBrowser.Server.Installer.application).  As it is self-contained put anywhere system folder.

@GrimReaperThanks for the quick response. I tried the fix that @ebrindicated and no joy. @Happy2PlayMy bad you are correct, the portable was able to install. However, that still leaves me with the issue that Emby will not install on a clean machine. I also tried to install under safety zone and no joy. 

Any suggestions? Thank you.
