I have a "Film-Noir" genre I've ended up with somehow. I want to change it to "Film Noir." I tried deleting it from all the films to which it was applied, and then applying the "Film Noir" genre in its place, but I'm guessing genres are stored in a way that ignores the dash and the genre doesn't get deleted when no films are in it, so...they all just went right back into the "Film-Noir" genre. Is there a way I can fix it?

And for that matter, is there a way I can see all my genres without going into a library first? Doing that means I only see genres present in that library, so I have to do it for every library to make sure I can see all genres.

Try the "Genre Cleaner" plugin, I think this will do, what you need.

Not that I am aware of as the lists are library/parentid restricted.  But it looks like you can use the api to get all.

I've been using Bulky Editor. Not the easiest thing to pick up and do but once you figure it out it works well for mass replace. Can't speak to Genre Cleaner. Maybe it's easier.

The fact that Emby sees "Film Noir" and "Film-Noir" as the same thing leads me to believe neither of those options will actually work anyway.

Believe what you want but this is exactly what Genre Cleaner is designed to do.

I do not like the fact that, without genre changer, we have so many genre. We even have different names for the same genre like "Science Fiction" and "Sci-fy" and a few others.

I use genre cleaner and map every possible genre to one of four. "Drama," "Science Fiction and Fantasy," "Thriller action and adventure" and "Mystery Crime and suspense." To be honest I almost never even look and what genre a movie or TV show is in as it does not matter much to me. There really is only two meaningful "genre" and those are "good" and "Bad" although there could also be a third "OK" where vids that are not too bad but not good enough to be considered good might go.

This is one of the things i really like about Emby, you are not locked into using only the provider's opinions. You can use your own. All it takes is a little ingenuity and some time to fix things exactly as you want.
