Remote playback buffering continually with sufficient connection speed

I am having issues when playing back media. Stats for nerds shows that the connection is direct and not transcoding. 
 

this will happen for any files with a transfer speed of 3MB or higher. 
 

The upload speed from my server is 50MB+ and I have speed tested both the connection on my phone using cellular and on a remote computer. 
if I connect directly to my network via a VPN I still have the same issue again with plenty of transfer overhead to supply the data. 
 

im unsure what would have changed to cause it to no longer play back smoothly.
