Server restart notifications

Hi,

Just a little thing I've noticed today and didn't know if it was known.

Whenever my Emby Server requires a restart, it sends a notification bubble through to all users currently watching content.

For example, a user was watching content today via the android app and the bubble notification popped up saying the server required a restart and they don't have an admin account.

In my opinion, it's something that non admins don't need to see.

Windows Emby Server version: 4.8.5.0

Android App client version: 3.3.77

Good practice requires that even admins use a non-admin account for non-admin work - they might miss a notification if it was only sent to admin users.

They might not need that specific notification, but they do at least need to know that the server is about to become temporarily unavailable. So that could be an improvement there.
