Unable to play .flv TV source

i have try install emby 4.8.3 and 4.9.0b11 windows server.  all .flv TV source ending with address cannot be played. but i have use PotPlayer  sure Confirm that the TV source address can be used.

So I want to know how to make emby play .flv TV source ?
