Emby Server 4.8 - Where did transcode throttle options go?

I've added the changes to the json via API but it doesn't work. I've even made it 10 second and still keeps going to 100%. This did include rebooting server. Maybe I'm setting wrong, below is a portion of the json.

"ThrottleBufferSize": 10,

"ThrottleHysteresis": 8,

"ThrottlingMethod": "ByStreamBufferSize",
