Quick buffering question

On the Emby server dashboard, when a user is playing a file, I see a green bar and a red bar. The green bar must be playback progress, and the red bar is the transcode buffer, right?

Specifically, is the red bar showing:

a. the transcoded material buffer, currently stored on the server? or

b. the transcoded material buffer, already delivered to the client, ready for immediate viewing?
