The plugin does not work that way. You need the orginal users.db along with the extracting the data from the library.db to get this info. As Users are not a selective back as the plugin will maintain database sets and will not piece mill selective restore data. But mismatching database creates a access permissions issue in my limited testing. And may cause you fight with parental controls on every user. So migrating systems will be an issue as you technically can reuse the same databases do to Path issues. Have not tested this but you may have to do it manually exporting table from users.db old and open the new one and clear the current data and import old table. Now all users will align with extracted userdata. The old plugin extracted users and userdata and would have done exactly what you need but does not exist anymore and that method needs to be added into new plug. As database set will not work in all migration processes.

The issue is the new system has a different users.db that the backed up system so you see the mismatch in userdata as the previous users do not exist and there currently is no way to restore just users without restoring everything from previous server as the databases are tied together is my understanding and just replacing users.db from one to the other techically work I have see access/parental controls permissions issue per user as now you have broken the paired databases (not idea if that is a thing) and may require toggle parental controls on every use to display everything correctly. You said there is no way to restore just the user data, so I had to restore the full backup. it's Ubuntu restored to Ubuntu, not much has changed,but because of the different paths,, all the media library had to be deleted and recreated, but now it's very laggy. and I was surprised that even the API KEY was restored. I wonder if there are other problems
