Not understanding Folder Sync

In the latest Emby server version 4.8, I configured a sync device within the sync folder. After downloading a movie to the sync folder, I access my iPad and initiate the download process. However, after downloading the movie to my iPad, I intend to retain it on the server side. Unfortunately, when I delete it from the downloaded iPad, it is also removed from both locations, which is not the desired outcome.
