Not able to adjust subtitle offset

Hello, I am having an issue with the subtitle offset function. I found that whenever ASS subtitle is used, the subtitle offset would not take effect no matter how much offset value is entered, the subtitle would only flash when i press the +-50ms button with no timeline offset. The SRT subtitle offset work fine when the video is directly streamed. However, when the video is being streamed through transcoding to a lower bitrate, even for SRT subtitle, the offset function wont work , the offset value will remain 0ms after pressing +-50ms. Is it a bug ? Thanks in advance!
