Cannot use both tuners on Hauppauge WinTV-dualHD USB device

Trying to tune a 2nd client to a different channel always results in this message:

"Playback Error. No compatible streams are currently available. Please try again later or contact your system administrator for details."

Running Emby server V 4.8.1.0 on Windows 10. Same result on web, Android, and FireTV clients. No programs are recording at the time.

WinTV app CAN display 2 different channels at the same time.

Log from server startup to problem occurrence is attached.
