Administrator and metadata manager

I am not sure if this is an actual problem or just me reading into this too much.  I have an administrator account that usually I just leave all the libraries enabled to do any metadata managing here and there.  I was wanting to use this account to watch movies and shows on but don't want to see everything so I unchecked certain folders within the libraries to hide them when in an Emby client.  I thought it would be okay since under Access for the user it says the following:

"Select the media folders to share with this user. Administrators will be able to edit all folders using the metadata manager."

However when I went back to metadata manager I found that my admin account only has access to the folders I checked.  Is that as intended?

HI, out of the box yes, but there should probably be a toggle on that screen to show everything.
