Server update to v4.8.0.80 - New Notifications needs an update

Hi,

i saw the new notifications section is now per user and there is no longer a server wide section.

So i needed to configure all my notifications about start/stop media again.

i recorgnized you made the field for pushbulled "channel tag" a mandatory field

Could you please change this to be an optional field in the next update as this field is not required to get notifications on my phone with my token and now i needed to create a new channel where others might be able to join and the notifications on the phone does no longer appear on the main pushbullet screen, i need to switch over to channels

When sending a test notification with empty channel tag it is working but i can't save as it then requires a channel tag.
