4k to 1080 single stream uses almost 100% CPU of xeon.

Hi I have a h1688x with W1290 10 core xeon with GTX 1660 6Gb. 

all of the 1080 to 720 is fine. and the GPU handles it ok..

however just a single 4k to 1080 or720 uses nearly 90% of CPU with no usage of GPU..

i do have emby premiere key

i see the logs saying
