QSV is not showing up in transcoding options

It looks like my HW transcoding is working but why don't I have QSV as an option? Only VAPI displays. Is there a difference? Am I using my hardware to the fullest? 

Currently running in Docker but I've also tried on ubuntu and QSV doesn't show up. Emby 4.7.14.0

Hrmm tried beta 8.4 and it showed up
