I believe custom CSS is not available for those other clients.  It's only a feature for the web interface.

As far as I know, with Android and IOS style changes are available only to the app creator and is locked out by design from any users.  It might be possible to build different style looks, type A, B, C, D and then let the user choose, but letting the user make minor changes and build their own style, it looks that it is not allowed for Android and IOS.  I think Android and IOS have decided they don't want this option to be allowed.  The only place where the user can make changes is on the Web HTML platform, because it is open code.  Andorid and IOS are closed.  I don't think there is anything an app designer can do.  If you don't like these limits, then don't use the Android or IOS apps.
