Hardware Acceleration failing, why?

Using a Synology 920+ with emby-server-synology_4.7.14.0_x86_64.spk

Sorry to bother, but I would like an expert opinion.

 

Why is hardware acceleration failing (see log)?

What can I do to fix it (i.e., make it use hardware)?

And, is it telling me that it is converting the 4k video to 1080p?

Is that a setting somewhere I need to fix?  And where is that setting?
