Downloads Setting (Speed Issue)

Hello,

I have a problem that whenever someone wants to download a show so they could watch when offline (vacation), it completely uses all the bandwidth my connection can support and totally halts and prevents others from using emby without  freezing and choppy video.

This has been an issue for a long time.  I always keep downloads disabled but, sometimes I need them and don't know how to make this work.  I would have thought that there would be a speed limit setting so I can configure the maximum speed I want to allocate to this process. 

Is there anything I can do about this or is this being worked on because at it stands right now, it's not really usable if it brings the whole system to a halt.
