HDR passthrough in Windows

I just learned some interesting details about the way Windows handles HDR with respect to window management. My understanding was that when HDR in Windows was enabled, watching HDR media in a small window, the metadata was forwarded to the display. I was wrong, and the explanation for this indeed makes sense.
