If it's DirectPlaying then your server machine capabilities don't come into play, it's all about your network connection quality.

That's interesting, as CPU direct play with the same video works over the same network connection just fine.

There's no CPU or GPU direct play - an item is either direct playing (being delivered as-is) or it's not, so it's transcoded (via CPU or GPU). You need to find optimal scenario for your setup.
