OTA TV Stuttering / Freezing

I tried enabling and disabling "allow hardware transcoding" (If enabled, allow the tuner to transcode streams on the fly. This may help reduce transcoding required by Emby Server) and that didn't seem to make any difference. It can be fine for a bit (20 minutes) then freeze up. Or just freeze up every ~minute or so.

Tuner: HDHR5

GPU: P400
CPU: E5-1607
These don't seem to be doing much resource wise during when playing.

Playback via local or emby.mydomain.com seems about the same. A little more stutter playing remotely.

https://app.emby.media/ seems a little better vs my server.

What happens if you skip back once after around 15 seconds of play or pause playback for a bit?
