but I cannot add a local user nor using the key number

Emby Premiere is an optional facility which adds features to your server; when you have installed your server, you can add your Premiere key to it, and a range of additional facilities becomes available.  If you don't need those facilities, you can run your server without Premiere.

If you are not running your own server, Premiere is doing nothing for you.

When you have installed your server, then you add your media to it, and maybe link it to live TV sources (requires Premiere).  Emby does not provide any media - you supply that yourself.
