localhost refused connection

EmbyServer runs well yestoday, but now I open the computer ,Localhost refused connection, I check the log, it shows SocketException(10013) error report , EmbyServer Version4.7.14.0 .

I do nothing to change my computer, just open and shutdown.

How to fix it ?

Thanks, I resoved by myself, I google error code 10013, the reason of localhost refused is the port has being occupied by microsoft.

Use command net stop winnat and then net start winnat can solve this problem.
