I'm honestly having trouble envisioning what you're asking - or what do you consider "shared" server. Premiere license is tied to a server - any kind of server - and enables all Premiere features for that server.

Does it work with all allowed devices or does every device have to have Premiere for example not on the same IP as server

Devices don't have Premiere - only servers do. There's a device (irrespective of local or remote) limit for any Premiere server (standard license carries 25 devices limit) after which no new devices can't use Premiere features. Some platforms allow for app unlocks that don't count against Premiere limit for full playback and web browsers don't count by default against it for same but will if using other Premiere features.
