live/dvr'd tv stuttering stream on NUC w/ i5 running Ubuntu 23

Hi all,

I'm having issues with both live tv and dvr recorded TV stuttering on emby 4.7.14 installed on Ubuntu 23 on a NUC with a i5-8259U.  I'm trying to stream to a chromecast 4k ultra using the Emby app on the chromecast, and when I stream through my laptop using the web interface I don't see any stuttering, so I'm thinking there's a problem somewhere in transcoding.  My tuner is a HDHomerun HDHR2, in case that matters.  I've attached the hardware detection and ffmpeg logs.  It looks to me like the NUC's onboard GPU is found in hardware detection, but not in the stream log, and when I look at the web dashboard the stream info shows "recovering from playback error."  I've enabled hardware transcoding on the server's web config page, and have a emby premier key so I expect hardware acceleration feature is enabled in my installation.

Weirder still, I didn't have this problem at all when I originally setup this server using an earlier version of emby (whatever the latest was end of april this year.)  That was on the same physical server running Ubuntu 22 LTS, but I read that the intel quick sync drivers weren't supported in the associated kernel version (5.15) so I moved to Ubuntu 23 in hopes the newer version of Emby would like the later kernel better, no dice.  I'm at a loss, what am I doing wrong here?  Unfortunately I don't have logs from when the system was working :(

Thanks, @Luke.  Improvement, I think?  I've attached new transcoding logs, it looks like it's actually detecting the hardware and the server dashboard isn't showing "recovering from playback error" anymore, but it's still starting/stopping both on recordings and live tv as viewed on the chromecast.  Is there anywhere else I should look for diagnostic data other than the transcode logs?

@luke Anything else I should try?  I'm trying to avoid nuking my server and starting from scratch, but if that's the only option, I'd rather get that going
