Disable Collections Library from showing up for users

How can I prevent the "Collections" Library from showing up on a users home screen?

You can only hide it in any user Home Screen settings, untick "Display on home screen".

Every use has to do this on their own?  Even if they have access to no libraries at all?

You can do it for any user as an Admin by "Edit this user's profile, image and personal preferences" link in Settings>User>edit desired user.

They shouldn't see any content within in that case.

I have users who only have access to Live TV but still see the Collections library.

That is the only solution currently in order for Collections library not to be present on their Home Screen.
