I think I found the issue. Emby is using hardware acceleration but is using AMD's APU instead of Nvidia Card. The only solution I see, is to disable Radeon Graphics adapter.
Let me know if you have any other way.

So a couple of Q's

a) Do you have emby premier - as GPU acceleration is only active when you have premier, non premier must use CPU

b) If you do have premier - what's listed in your server > transcoding > advanced page - there you can select/deselect and priortise multi GPU's.   So ensure the RTX 3060 is put to the top and it should then be used by default.

This example has no video transcoding, therefore use of the GPU is not necessary.
