voice comands with google home assistant

On my old television (TCL Roku) i could use voice commands via my google home assistant (and android clock) for basic media controls in emby such as pause movie and resume playback. Now i have a Samsung smart TV  and whenever i say hey google, pause movie ... google tells me that there is nothing playing on my tv.  Now , can you tell me is this problem in emby, google home, or my television? and another related but separate issue , is it possible to set google home up with emby so i can just say  "Hey google, play "X" movie on emby, such as you can do with movie services installed on a smart tv?
