Questions regarding hardware decoding

Does decoding by Intel Quick Sync count as hardware decoding? If so, does it mean only Premiere account can use Intel QuickSync decoding?  I am running Emby server on my i7-4770K (yes, almost 10-year old CPU) withtout HEVC decoding. If I upgrade to a newer Intel CPU with hardware HEVC, I still gets sofware decoding unless I upgrade to Premiere, right?

(I interchangably used Quick Sync and hardware HEVC support on Intel CPU, I am not exactaly sure what the relationship is between them)
