It appears you don't have fairly important binaries in your PATH, ldconfig is pretty much essential on Linux. start-stop-daemon is less important, ever since Debian switched to systemd with Debian 8, but if it tries to use it, that would mean your Debian doesn't have systemd either. Is that really a vanilla Debian 10 or did you modify it in any way?
