server is running but not?

I'm using the windows emby server but as of last night around 5pm my server is loaded and running but when I go to configure or browse it says it's not running. Even through emby connect and locally of course. 

I tried reinstalling both the beta and the release versions with no luck. I have no idea what to do next.
