Web server wont start after attempting database repair

I noticed in the server alerts that backup were failing but recently but didn't have a chance to review the issue. 

However, recently I had to reboot the hosting Windows server and when it restarted, the Emby webpage was at the quick-start setup requesting to set the language and primary user (though it kept my old username)

I attempted the database repair and recover here: https://emby.media/support/articles/Corrupt-Database.html

But when I renamed the library-recovered.db to library.db and attempted to start the web server, the web server simply will not start and the browser connection times out.

I ran the quick-start guide and all my settings were preserved, thankfully. Just required a full library rescan
