Only admin and some users can select network options

Hi All,

 

Not sure if it is a bug in MBT or the server but for some reason "older users" can select the stream rate

 

any new users only get two settings in the settings area of MBT, I have confirmed that all permissions are correct, and if I copy someone's "users" in the xml it still does not fix it.

 

Any suggestions?
