No Closed Captioning

This is interesting because I can't get any closed captioning on my Android Note 20, either with live or recorded video when playing in the app.   It does captioning fine through the stock browser, so I just use it that way.  Now I'm wondering if there's a setting on my server I don't have right.  I have similar captioning issues with my Roku but when going through a web browser on any platform works fine.
