FFMPEG not passing http-referrer downstream?

Just curious... can the http-referrer header be passed through to chunks of an HLS stream?  In this particular case, it appears the header gets passed correctly to the initial request, which pulls a list of the TS chunks, but subsequent requests to the individual TS chunks return a 403 Forbidden, which I'm thinking is due to the missing header.  VLC handles the stream fine (when passing the http-referrer header).

Hi, in theory it's possible although it may require some custom development in ffmpeg.

FYI, I managed to workaround the issue by using streamlink -->  tvheadend -->  Emby.

I had eliminated tvheadend previously due to advances with Emby's LiveTV (good job, by the way), but this issue plus the fact that tvheadend allows merging multiple tuners into single channels (e.g. for priority and redundancy if one source is down) makes the renewed complexity worthwhile for the moment (but that's a separate issue).
