Suggestion on how to build an efficient media server

I installed emby server on the raspberry 3 but I guess it's not powerful enough. The video on the iphone app just go on an infinite loading.
I have an old laptop i could use as server, but my main concern is about power consumption, I wouldn't use my server often.

Is it possible to make the computer almost go in a total hybernation mode while I'm not using it or like turn it on remotely when I want to use the server?

Also on this laptop I was planning to do also a radarr/sonarr configuration, is there a guide that does all together? Which distro you suggest me?
