Restore failed to restore users but the rest seemed to work?

I recently bought a new ubuntu linux server and wanted to move my emby install from the old one to the new one. 

I moved the drives across, installed emby, set the premier plugin, moved a backup across to the same location and then restored the backup. I've done this before, it worked perfectly last time. 

However this time, I restored the backup. I restored everything. 

It did restore the library locations, which are now happily rescanning. It looks like it restored all the plugins and the IPTV stuff I had setup looks to have been restored as well. 

But the users did not restore at all. 

The main difference between the old and new server is the lack of the hardware intel transcoders on the chips that were being used. I do have the Advanced Transcoding plug setup. So I don't know if that could be the problem? 

I had a look through the logs but wasn't sure what to look for. There was nothing about restore anywhere in the logs I could find. 

Any ideas? Let me know what else I can provide to help debug this. I attached the latest log. 

I did try just restoring the users. The user mapping stuff is new I gather. I don't remember that from last time.

I have no idea. Have I missed something obvious and been a dumbass? I followed the instructions at https://support.emby.media/support/solutions/articles/44001159936-backup for using the plugin. 

I tried restoring just the users as there was a user with an ampersand in the name that was added since I last did this, so I thought that might be the problem. 

Permissions maybe? I did a fresh backup this morning and transfered that over before shutting down the old machine.

The restore failed because the users were not restored. That seems like a failure to me.

Alright I worked around the problem by using the manual restore steps instead of the plugin.

Would need to see server logs showing back and restore process as the above log shows neither.

But Users is easy as it just the users.db., but userdata is not in that db.
