The same preview mode is set for both

The border of this media library is too wide

How does majority of other items show in second library? 2 items are not a representative sample.

Library will display in a shape majority of your items have images in, hence if most of those are posters you'll get portrait placeholders and if most of those are thumbs you'll get landscape placeholders; I'd guess majority of your items in second library are thumbs therefore you're seeing that presentation.

That you must obtain from online providers or scan/make your own.

As said, if majority (most of them, more than half...) of items have posters - you'll see vertical placeholders, and the minority that have thumbs will fit in that frame. And vice-versa, if majority are thumbs, you'll get horizontal placeholders and the minority that has posters will fit in that horizontal frame.

The horizontal or vertical cover background is determined by the majority of different cover orientations when scanning the media library each time. It is better to just scan the media library for the first time. What I want to ask is whether this direction changes dynamically according to the scanning media library

That is not feasible as any change wouldn't be visible then.
