Premiere device limit is unrelated to number of times you activate same key/have server installations, you can do it 100 times if you'd like. What it does count is devices that use Premiere features on your server (like LiveTV, for example; for complete list check out Premiere Feature Matrix) - or servers, as that number is cumulative for same Premiere key. So you can continue activating your servers as much as you like, and as long there's no more than 25 devices using Premiere slots you'll have uninterrupted functioning.
