Is it ok if I ask a question for Roku TVs in here about Emby itself?

Roku is Roku.  The same OS whether in a stick or a TV, and the one Emby client runs just the same in both.

So ask away.

Is there any reason a h265 video file would not play correctly on a Insignia Roku TV ? Like picture is pixelated

Assuming (which you have not made clear) that you are referring to a video being served by Emby to its Roku client, what is needed to diagnose why this is happening to you is for you to provide the server log covering the period in which you see the problem, as is detailed in this guide:

Hi. Can you show a screenshot of what you mean? The main reason it might not play correctly is because some condition has caused transcoding. You can enable stats for nerds within the Emby Roku app to see if this is transcoding. Seeing the screenshot showing what you mean by pixelated would help a bunch. Also seeing the stats for nerds while that item played too. If you can screenshot with stats for nerds enabled even better. By screenshot I mean just take a picture of the screen with your phone. Then we can see what you mean much better than you trying to describe it. Thanks.
